Dr. Rakesh Gupta

A Man believing in ”Nexus of Good”, Dr. Rakesh Gupta is an engineering graduate from IIT Delhi and he joined the Indian Administration Services in 1997. He completed his Ph.D. in Health Systems from John Hopkins University, USA in 2011. As a part of the senior civil services he has served in different capacities at both district and state level. He served as Deputy Commissioner in four districts of Haryana – Rohtak, Karnal, Faridabad and Gurugram.

He has worked as Secretary, Haryana board of school education and during this tenure he spear-headed the anti-cheating campaigning and his organization bagged 3 National level awards for the initiatives taken. As Mission Director, National Health Mission for the State of Haryana various innovative interventions were started to strengthen the Health Department to improve the Health Indicators in the State. As per Sample Registration Survey 2014, Haryana has recorded the highest decline of 5 points in Infant Mortality Ratio in one single year – from 41 in 2013 to 36 in 2014. During his tenure, an online drug inventory and supply chain management system was established in-house with support from NIC, which bagged various national level awards including the Nihilent e-governance award.

 

As Additional Principal Secretary to Chief Minister Haryana, he has led various social sector and IT initiatives in Chief Minister’s Office including Beti Bachao Beti Padhao campaign, open defecation free Haryana and Saksham Haryana campaign. He was the focal point for Beti Bachao Beti Padhao (Save the girl child, Educate the girl child) campaign. In a short span of 18 months, Haryana touched 900 mark for sex ratio at birth (SRB) first time in its history during 2016 and bagged the Nari Shakti Puruskar for best improvement in improving sex ratio in the country. SRB has improved by 43 points in 2017 from baseline of 871 in year 2014. Haryana became 4th state to achieve rural ODF status in 2017. Under the Saksham Haryana campaign, government school students in grades 3/5/7 in 107 blocks out of 119 blocks have already achieved grade level competence in Mathematics and Hindi. Under Digital Haryana campaign, Antyodaya SARAL portal has been created to provide 500+ G2C schemes and services of the state government through a single platform.

 

Currently, he is working as Project Director, Chief Minister’s Good Governance Associates Program and as Nodal Officer Beti Bachao Beti Padhao program and he is spearheading numerous interventions to improve transparency and service delivery in the state.
